Large Infrastructure Operational Program (LIOP)
The Large Infrastructure Operational Program (LIOP) was designed to meet development needs of Romania, identified in the 2014-2020 Partnership Agreement, according to the Common Strategic Framework and the Position Paper of European Comission services. LIOP strategy is oriented towards Europe 2020 Strategy objectives, correlated with the National Program for Reform and with the Specific Country Recommendations, focusing on sustainable development by promoting an economy based on reduced carbon consumption, by promoting energetic efficiency and green energy measures, as well as by encouraging environmental friendly transportation means and a more efficient use of resources.
The funding priorities established in LIOP contribute to the general objective goal of the Partnership Agreement, by direct approach of two out of the five identified national development challenges: infrastructure and resources.
LIOP Priority Axis 3 is oriented towards development of the environmental infrastructure in terms of efficient resource management.
One of Priority Axis 3 specific objectives is Increasing urban waste water collection and treatment level, as well as drinking water supply coverage for the population.
Actions:
•Integrated water and waste water projects (new and phased), with the following types of sub-actions:
•Construction / rehabilitation of sewerage networks and waste water treatment plants (with tertiary treatment stage, where applicable) ensuring collection and treatment of biodegradable organic loads in agglomerations of more than 2.000 P.E., with priority given to agglomerations over 10.000 P.E.
•Implementing and increasing the efficiency of management of sludge in waste water treatment;
•Rehabilitation and construction of drinking water treatment plants, along with measures both for increasing the supply safety and reducing drinking water contamination risks;
•Rehabilitation and extention of existing water delivery and distribution systems;
•Development and improving infrastructure of water supply centralized systems in urban and rural localities;
•Development of a national laboratory, to improve the monitoring of chemicals discharged into water, particularly prioritizing the hazardous substances and the drinking water quality.
The project proposed by SC COMPANIA AQUASERV SA comprises investments for water treatment and distribution, respectively waste water collection and treatment, that would be implemented in urban and rural localities of Mures county; as a result, the citizens in these areas will be able to connect to those systems, complying with the relevant EU directives.

Project implementation stage:
Application for Funding and Tender Specifications for Technical Assistance on preparing the funding application and tender books for the regional project for water and waste water infrastructure development in Mures County during 2014-2020, was approved by the Ministry for European Funds and the Tender Anouncement for obtaining technical assistance was published on SEAP (Electronic System for Public Tenders), with the purpose of preparing the necessary documents to obtain financing from the European Comission for investments in the water and waste water infrastructure in rural localities, the estimated value of approx. 132 million euro, to be achieved from EU budget during 2014 – 2020.
The tender procedure was annulled following the Appeal Court Decision no. 486/R/2016/23.06.2016.
The Tender Documentation is currently being updated, according to the new regulations on public acquisitions published this year, in order to resume the Technical Assistance Contract tender procedure.
