Determining invoiced consumption


Your total consumption is made up of the quantity of drinking water, water sent to sewerage and rain water. These three positions can be found on the invoice issued by Compania AQUASERV. 


Invoiced water quantity
The invoiced water quantity can be determined through:
-Measurement – in this case we speak of consumed water quantity
-Calculations – in this case we speak of determined water quantity 


1.The consumed water quantity is determined based on readings of the meter installed at the installations’ property limit, in the connection point manhole, periodically read, as follows:
For large consumers – homeowners’ / tenants’ associations, companies and institutions with monthly consumptions of over 100 m3, water consumption is determined from monthly meter readings performed by Compania AQUASERV employees. 
For small consumers with several consumption points – homeowners’ / tenants’ associations, companies and institutions with monthly consumptions of under 100m3, water consumption is determined from monthly meter readings performed by Compania AQUASERV employees.
For small consumer with a single consumption point – individual household consumers, companies and institutions with monthly consumptions of under 100 m3, with a single consumption location, water consumption is determined: 
a)Based on a presumed monthly consumption, accepted by the consumer (average consumption), regularized quarterly / semestrial, based on meter readings performed by Compania AQUASERV employees
b)Based on monthly meter readings performed by the consumer, regularized quarterly  /semestrial, based on meter readings performed by Compania AQUASERV employees.
Small consumers choose to set the consumption / average consumption when concluding the water and sewerage supply / service contract, but this can be changed at any time during the validity period of the contract. Changing the consumption determination method can be done by filling out a form (press here) and submitting it to the Client Relations Center, personally or by mail. 
Small consumers in S.C. Compania AQUASERV S.A. Tirgu Mures’ operating area who choose to read their own monthly indexes must submit the readings to the Client Relations Center or communicate it by phone, until the following dates: 
- until the 8th of each month – for consumers in the Dambu Pietros area – Mureseni area – Trandafirilor Square and adjacent streets – Victoriei Square and adjacent streets – Cuza Voda Street and adjacent streets 
- until the 18th of each month – for consumers residing in Armatei Square and adjacent streets – Rovinari area – Unirii area – Calarasilor Street and adjacent streets – Republicii Street 
- until the 23rd of each month – for consumers residing on 22 Decembrie 1989 Blvd. And adjacent streets – Revolutiei area – Cornisa area – Tudor area up to and including Predeal Street
- until the 30th / 31st of each month for consumers in the rural area, or limitrophe to Tirgu Mures Municipality. 
In case the index read is not submitted within the deadline set, consumption is considered null for that month, and regularization will be performed in the following months. Meter readings performed by Compania AQUASERV’s employees is made on basis of a preset annual schedule, that is communicated to consumers at the end of the previous year. 


2. Determined water quantity is calculated as follows:
For defected meters, the quantity of invoiced water is equal to the quantity consumed and measured by the meter in the last month, when its reading was possible. These quantities will be regularized at first reading. 
When meter reading is not possible (access is not allowed for meters located in basements, cellars or manholes located in consumer property, meters in flooded manholes, temperatures under -5 Celsius degrees), the quantity of invoiced water is equal to the quantity of water consumed and measured by the meter in the last month, when its reading was possible. These quantities are regularized at the first possible reading. For unmetered consumers, the quantity of invoiced water is determined on a flat fee basis, according to the regulations in force. 
For consumers that belong in different categories (economic agents – domestic consumers) but are supplied with water from the same connection point, the quantity of water invoiced to the economic agent  is established as a percentage of the total consumption, determined on basis of:
- a calculation abstract submitted by the economic agent, as an annex to the contract
- a breakdown minute submitted by consumers, as annex to their contracts 
The quantity of water invoiced to domestic consumers is the difference between the quantity of water measured by the main meter, and the quantity of water invoiced to the economic agent.  


Invoiced waste water 
Domestic waste water taken over by the public sewerage network is calculated as follows:

For consumers supplied with water from the public network, the waste water quantity is determined as 100% of the consumed drinking water quantity. An exception to this rule are the consumers in the case of which, due to their specific activity, water is not fully returned to the sewerage network (food industry, railway and naval transportation industry), consequently the discharged water quantity is determined based on a contract. 
For consumers supplied from own water sources (wells), that discharge waste water in the public sewerage network, waste water quantity is determined based on readings of the meter that measures the water collected from the source, or on a flat fee basis, based on consumption schedules set on basis of the building’s sanitary endowments. 
For consumers that have installed meters on their sewerage pipes, waste water is determined on basis of meter readings. 


Invoiced rain water 
The quantity of rain water drained in the sewerage network is determined for all categories of consumers, by multiplying the specific quantity of rain water, as communicated by N.M.A. for the month prior to the invoicing month, with the total surfaces of buildings connected to the sewerage network, as declared by consumers, and with draining rates approved by Aqua Invest Mures I.D.A. General Shareholders’ Assembly Decision. The surface for calculating rain water quantity is declared when concluding the contract. 
Compania AQUASERV reserves the right to check areas declared for rain water calculation.
