Project objectives
General objective
Infrastructure improvement in water / waste water sector, for:
- Mures County, respectively in Tg-Mures, Reghin, Tarnaveni, Ludus, Iernut, Miercurea Nirajului, Sighisoara localities, and strategic investments such as constructing water mains on Valea Nirajului, between the localities of Band-Panet, and rehabilitation of Voiniceni-Sarmas water main.
- Harghita County, respectively Cristuru Secuiesc locality,
In order to comply with the conformity obligations under SOP Environment, the Accession Treaty and especially those from European Directive 98/83/EC on drinking water quality, implemented in the national legislation by Law no. 311 / 2004, and Directive 91/271/EC, implemented in the national legislation by Decision no. 352/2005 on urban waste water treatment.
Project specific objectives
A.For drinking water supply:
- Compliance with Directive 98/83/EC on quality of drinking water in the localities: Sighisoara, Tarnaveni, Ludus, Iernut, Cristuru Secuiesc and Miercurea Nirajului,
- Improved access to quality services regarding drinking water, according to Directive 98/83/EC on the quality of drinking water in the project application area, from the lowest percentage 66,35% in Iernut (reference year 2008) to a maximum percentage of 96% in Sighisoara (reference year 2008) in all project area, aiming to reach 100% in 2014,
- Ensure safe operation and continuous water supply,
- Ensure availability and quality of water supply services, based on the principles of maximum efficiency in costs, quality of operation and public accesibility,
- Ensure drinking water supply with no interruptions and with suitable pressure,
- Reducing water losses in the project area for rehabilitation of the distribution network, from 38% in 2008 to 26% in 2014, at project area level.
- Rehabilitation and revamping of the drinking water treatment plants in Sighisoara, Tarnaveni, Ludus, Iernut and Cristuru Secuiesc, and also, construction of a new drinking water treatment plant in Miercurea Nirajului, in order to ensure quality and safety of water supply, for these water supply zonal systems.
B.For waste water
- Compliance with the treatment standards of EU Directive 91/271/EEC on urban waste water collection and treatment,
- Ensure quality and availability of waste water services, according to the principles of maximum efficiency in costs, quality in operation and public accesibility,
- Increase waste water service coverage in the project application area, from 70% in Cristuru Secuiesc and maximum 84,35% in Tirgu-Mures, both in 2008 in the project area, to 100% in 2014,
- Increase waste water treatment service coverage according cu EU Directive 91/271/EEC – article 4 (5) – in the project implementation area, from 0% in 2008 to 100% in 2014,
- Rehabilitation of the sewerage networks with many damages, in order to maintain functionality of the existing sewage systems,
- Reducing the infiltration rate in the project implementation area from 25% to 23%, by rehabilitation of sewerage network,
- A major improvement in availability of waste water treatment capacities in large urban agglomerations, in compliance with EU Directive 91/271/EEC, by rehabilitations and extensions executed through the present project in the localities of Reghin, Tarnaveni, Ludus, Iernut and not least, Tirgu-Mures (sludge line).
